Emergency Resolution on the Murder of Boris Nemtsov

- Deeply shocked at the killing of Boris Nemtsov, which is the most significant political assassination in recent Russian history, who was shot dead during his walk near the Kremlin, in an area staffed with video cameras, police and security services.
- Pays tribute to Boris Nemtsov, a prominent opposition leader, a founder and leader of the political movement Solidarnost, a leading critic of President Vladimir Putin and of the war in Ukraine, a man of courage and conviction, who stayed honest and sincere throughout his political career. Boris Nemtsov has been a friend, appreciated partner and interlocutor of the EPP for many years.
- Expresses its deepest condolences to Boris Nemtsov’s family, friends, members of the opposition and the Russian people.
- Requests an independent international investigation of the murder.
- Asks the EU to take this murder into account while stepping up the EU sanctions against Russia.
- Calls on the Russian authorities to stop the shameful propaganda and information war against its neighbours, the Western world and its own people; the propaganda, which turns Russia into the state of terror and fear; where nationalist euphoria is built on the annexation of Crimea and an escalating war in Ukraine; where the Kremlin is cultivating and provoking hatred and fighting.
- Voices with deep concern about the murders and the systematic intimidation and harassment of the members of the opposition, journalists and people critical of the authorities, as well as about the continuous wave of attacks against independent human rights organisations and civil society groups in Russia.
- Is deeply worried by Russia’s failure to observe its international legal obligations as a member of the Council of Europe and the OSCE, together with fundamental human rights and the rule of law.
- 9. Calls on the Russian authorities to immediately release all political prisoners, among them Alexey Navalny, a prominent opposition leader of Russia, his brother Oleg Navalny, and Nadia Savchenko (MP and PACE member), kidnaped in the territory of Ukraine and illegally detained in Russian jail.

The EPP Manifesto, also adopted at the 2012 EPP Congress in Bucharest, outlines the basic principles of the Party summarising who we are, what our values are, what challenges are we facing and what vision we have for the future. The Manifesto was developed in parallel to the EPP Platform document within the EPP Working Group 1 for “European Policy”.

The Party Platform was developed in EPP Working Group 1 for “European Policy” chaired by EPP President Wilfried MARTENS ?and EPP Vice President Peter HINTZE. The Working Group consists of delegates of EPP member parties who prepared and worked?on this document for more than two years and received input?from the drafting committee as well as senior and young experts. The document was adopted at the 2012 EPP Congress in Bucharest, thus replacing the Basic Programme of Athens from 1992.
