EPP Agriculture Ministers, chaired by Sari Essayah, Finnish Minister of Agriculture and Forestry, and Herbert Dorfmann MEP, EPP Group Coordinator on Agriculture and Rural Development, met today in Luxembourg ahead of the AGRIFISH Council to coordinate their positions on the future Common Agricultural Policy (CAP) and the next Multiannual Financial Framework (MFF) for 2028–2034.
Ministers welcomed the progress achieved under the Irish Presidency towards a partial general approach on the post-2027 CAP Regulation and expressed their support for reaching an agreement that would allow negotiations with the European Parliament to advance. They stressed the importance of maintaining a strong and common European agricultural policy while providing Member States with sufficient flexibility to respond to national and regional needs. They called for further simplification, reduced administrative burdens and better targeting of direct income support towards active farmers, while addressing outstanding issues concerning redistributive payments and flexibility for small farmers.
Regarding the next MFF, the EPP Agriculture Ministers reaffirmed that food security must remain a strategic European priority. Ministers reiterated the need for a distinct, adequately financed CAP with a strong ring-fenced agricultural budget. They stressed that CAP funding must remain stable and predictable, with income support directed towards farmers, while safeguarding sufficient resources for agricultural investment and crisis management.
The meeting also addressed the European Commission's ongoing stress test of the Birds and Habitats Directives, with Ministers calling for concrete follow-up measures to address growing implementation difficulties, improve legal certainty and ensure a more pragmatic and proportionate application of environmental legislation.
