Following the vote to change the Criminal Codes in Romania, Joseph Daul, President of the European People’s Party (EPP), made the following statement:
"Once again the Socialist-led (PSD-ALDE) coalition has shown their true face to the Romanian people. It is discouraging to see the governing coalition of an EU member state changes its criminal codes to ensure their leader and other politicians will not have to answer for their wrongdoings.
Such behaviour of the PSD-ALDE coalition is neither pro-European, nor dignified for a ruling alliance. Such actions affect the anti-corruption fight in Romania and the proper functioning of justice as a whole. Worse, Romania's successful reforms after joining the EU are now being put into question by the current ruling coalition.
The PSD-ALDE actions with regards the justice system are inconsistent with the principles of the rule of law, of the European treaties and go completely against the interests of millions of honest Romanians. It is utterly unbelievable that a governing majority from an EU member state, that holds the EU Council Presidency, continues to frequently violate the European rules and norms.
While holding the EU Council Presidency, the Romanian government should have been a model of respect for the European values, but it failed to do so from the very first day.
I call on the Romanian government to immediately take the necessary steps to implement all the recommendations of the Venice Commission, as well as the recommendations of the European Commission set out in the latest report on the Cooperation and Verification Mechanism. An independent justice system is not a luxury and made to benefit just a few, it’s a necessity for a truly functioning democracy that must serve every and each Romanian.
Given the grave situation, I highly commend President Klaus Iohannis on his efforts and his initiative to hold a referendum on the course of the justice system in Romania."

În urma votului de modificare a Codului Penal din România, Joseph Daul, Președintele Partidului Popular European (PPE), a făcut următoarea declarație:
"Încă o dată, coaliția condusă de socialiști (PSD-ALDE), și-a arătat adevărata față. Este descurajator să vezi că o coaliție de guvernare a unui stat membru al UE schimbă Codul Penal pentru a se asigura că liderul lor și alți politicieni nu vor fi nevoiți să răspundă pentru greselile lor.
Un asemenea comportament al coaliției PSD-ALDE nu este nici pro-european, nici demn de o alianță de guvernare. Astfel de acțiuni afectează lupta anticorupție în România și buna funcționare a justiției, în ansamblu. Mai rău, reformele de succes ale României după aderarea la UE sunt în prezent puse în discuție de actuala coaliție de guvernare.
Acțiunile PSD-ALDE în ceea ce privește sistemul judiciar sunt incompatibile cu principiile statului de drept, sunt incompatibile cu tratatele europene și se opun în totalitate intereselor a milioane de români cinstiți. Este de necrezut că o majoritate de guvernământ dintr-un stat membru al UE, care deține Președinția Consiliului UE, continuă să încalce, în mod frecvent, regulile și normele europene.
În timpul deținerii Președinției Consiliului UE, Guvernul Român ar fi trebuit să fie un model al respectării valorilor europene, dar, chiar din prima zi, nu a reușit să o facă.
Solicit Guvernului României să ia imediat măsurile necesare pentru a pune în aplicare toate recomandările Comisiei de la Veneția, precum și recomandările Comisiei Europene prezentate în ultimul raport privind Mecanismul de Cooperare și Verificare. Un sistem independent de justiție nu este un lux și nu este făcut pentru ca doar unii să beneficieze de acesta, este o necesitate pentru o democrație cu adevărat funcțională ce trebuie să servească fiecărui român.
Având în vedere situația gravă, îl felicit pe Președintele Klaus Iohannis pentru eforturile și inițiativa acestuia de a organiza un referendum cu privire la evoluția sistemului judiciar din România.”

The document was adopted at the 2012 EPP Congress in Bucharest, thus replacing the Basic Programme of Athens from 1992.
